Really? My copy of the book tells me that all Kislevites hate Warriors and Daemons of Chaos. Do I just have an outdated version?

Yes, will have to fix that Storm of Chaos bit then... or remove "hates chaos" again... even though it makes sense, but it's starting to become a lot of armies that hate each other for a living...

How do you suggest using the Armour of Alexandr? I mean, I suppose I could use it like normal (hit wound save test for effect), but if (say) the magic effects of the blade would make the difference between life and death for the character, it's awfully tempting to make your opponent work out each attack individually.

For simplicity reasons, I would just roll all attacks at once. There are several items that could have effects like this, but it's really up to the players how they want to roll.

'nuther question- the Crystal Cloak makes 'all attacks directed against the Tzarina in close combat suffer a -1 to Hit and to Wound.'

So then, S2 attacks cannot wound her, am I right?

Is it possible to do Killing Blow against her? All the 6's you rolled would become 5's, wouldn't they?
The - 1 to wound is a rule-knot, because the rules for To Hit says a natural 6 always hit in close combat, but To Wound does not, which opens a can of worms... Does Killing blow work? maybe not, because the rules for Killing Blow does not mention a -natural/unmodified- rolls of 6. Would a strength 1 be able to wound her? Probably not...

A better wording would be: -1 to hit and any models in base contact suffers -1 modifier to their strength characteristic. (or something along those lines..) Basically the same effect, but no rules questions.
I thought it was the other way around, To Wound rolls of 6 always wound but To Hit rolls do not.

Yes but- if I am S7 and I take a -1 to my strength, the roll needed does not change.

The To Wound chart show that you can wound everything on a 6, but the rules to not state that a 6 always successfully wound a model, which to Hit (close combat) does.

That is correct. Still a nice magic item though...

There are other options other than the -1 to wound:
- never be wounded on a better than 4+
- Re-roll successful To Wound rolls against bearer
- -1 Strength
Well, to answer your question, if you would normally wound on a 5+, you would now wound on a 6+. Strength 1 attacks cannot harm her, but Killing Blow would still effect her on a six as normal. As for making KB with S1, I have no idea how that would even work within the normal rules...
Dang, I was really hoping she'd be immune to KB. Ah well...
Killing Blow would not work as you cannot roll a 6 with a -1 modifier on the dice (unless I'm missing something), unless you killing blow on a 5+ Tongue

I got curious and looked through the new Armybooks and BRB and could not find any items or spells that was -1 To Wound - lots of re-roll 6's to wound, re-roll successful wounding hits. I think it is a 8th edition philosophy of GW that everyone should be able to wound on a 6, thats why the rules does not have to state that a natural roll 6 is always a successful wounding result.

hmm something to think about with my own project...
I think Kossars are a bit costly, yes its probably in line with the old list but imo 8 points for armorless T3 guys doesnt register well for me. Your basic Chaos Marauder with GW is 3 points less than that at WS4 and with the will of chaos rule. Perhaps kossars should be 7 points when compared to the militia, one point for GW, one for the bows, and one for the special rule.
Yeah, I made them back in 7th ed, when GW usually was 2 pts each. They do get to re-roll panic tests as well, but it won't be worth much unless you are outside the bsb range. Feel free to play them at 7pts each, I'll update the list sometime in the future.
