2 things comes to mind: move some units from special and rare "down", so you get more core options

Maybe call the army something else? My knowledge of Fimir is not very great (at all), but I think that if you are gonna make an army called the Fimir, then they should follow the established fluff (maybe apart from the rape-part). Atm, it seems more like something fan-made that only uses the name Fimir as a base. Have you done any research on what the GW Fimir are actually alike? There are a few fan-made fimir lists out there.

It might also be a good idea not to call them the exact thing as the other Nauticans list, you might be stepping on some peoples' toes there

You might also consider not doing fishmen since they are retarded, no matter the setting
